Changes are underway for two of Australia’s key finance and mortgage broking qualifications — and if you’re currently studying, considering entering the industry, or thinking about progressing to the Diploma, it’s worth knowing what’s happening.
- FNS40821 Certificate IV in Finance and Mortgage Broking – the current Certificate IV qualification for finance and mortgage broking.
- FNS50322 Diploma of Finance and Mortgage Broking Management – the current Diploma qualification for finance and mortgage broking management.
Future Skills Organisation (FSO), the Jobs and Skills Council for the finance sector, designed this project to modernise the Certificate IV, Diploma, and related training products. This update ensures qualifications reflect current industry practice, regulations, and essential skills for lenders, brokers, and clients. FSO commenced the project in September 2025 and plans to complete it by March 2027.
At this stage, we don’t know exactly what will change.
And that’s precisely why REAA wants to keep students and the industry informed early.

Why Are Finance and Mortgage Broking Qualifications Changing?
Finance and mortgage broking doesn’t operate in a static environment.
The industry continues to evolve alongside changes to regulation, government policy, lending practices, technology, housing initiatives and consumer expectations.
Australia has also seen significant activity across housing and finance policy in recent years.
For example, in May 2026, the Australian Government released Homes for Australia: A National Plan, bringing together housing initiatives and reforms, including measures relating to housing supply, first-home buyers and rental affordability.
Mortgage brokers need to operate effectively within this changing environment.
Training products must also remain relevant to industry needs.
The Future Skills Organisation designed the current project to update these qualifications
Importantly, this doesn’t reveal exact changes to FNS40821 or FNS50322. Instead, it explains why industry bodies are reviewing and updating these qualifications.
Who Determines National Qualification Standards?
Many students don’t realize how the system works behind the scenes.
Registered Training Organisations (RTOs) such as REAA deliver and assess nationally recognised training, but RTOs do not single-handedly decide qualification content. Instead, industry bodies design national training packages that contain endorsed qualifications and units of competency.
Units of competency outline the exact skills and knowledge professionals need in the workplace. Packaging rules then specify how RTOs must combine these units to form a complete qualification.
RTOs must deliver and assess training following these strict national requirements. When the government updates nationally recognised training products, RTOs manage these transition requirements to keep students compliant.

What Is Happening With FNS40821 and FNS50322?
Future Skills Organisation is currently undertaking the FNS Update: Finance and Mortgage Broking Diploma and Certificate IV project.
The project includes:
- FNS40821 Certificate IV in Finance and Mortgage Broking
- FNS50322 Diploma of Finance and Mortgage Broking Management
- Related skill sets.
- Related Units of Competency within the FNS Training Package.
Future Skills Organisation currently lists the project as ongoing, with a commencement date of September 2025 and an expected end date of March 2027.
The current qualifications remain listed as current on the National Training Register.
Currently, full details remain unconfirmed.
We know what the current qualifications look like. However, exact details regarding future requirements are still under development.
For example, we don’t yet know whether there will ultimately be changes to:
- Individual units of competency.
- Core or elective units.
- Qualification packaging requirements.
- Assessment requirements.
- The pathway between the Certificate IV and Diploma.
- Transition arrangements for existing students.
Until authorities develop, endorse, and publish the updated training products, speculating about the final outcome remains premature.
What Happens When Training Qualifications Change?
Changes to training packages are not unusual.
Regulators update nationally recognised training products over time as workplace practices, industry requirements, and regulatory environments evolve.
When regulators release a replacement training product, they determine whether it is equivalent
ASQA explains that when new training products supersede older ones, RTOs must manage the transition within the required timeframe.
This can be particularly relevant to students who are part-way through their studies.
Depending on the changes made, the equivalency of individual units and the applicable transition arrangements, students who have not completed their qualification may need to transition to a replacement training product.
That does not mean this will necessarily happen to students completing FNS40821 or FNS50322.
We don’t know yet.
However, previous training product changes demonstrate why students should keep up to date with official information rather than relying on speculation.
Currently Completing FNS40821? Keep Progressing
If you are currently studying the FNS40821 Certificate IV in Finance and Mortgage Broking, we recommend a simple approach:
Keep progressing towards completing your qualification.
There is no reason to rush through your assessments or compromise the quality of your work.
However, if you’re actively working towards the qualification, there may be little benefit in unnecessarily leaving it unfinished.
When regulators eventually supersede a training product, transition requirements apply to students who have not completed their studies.
We don’t yet know what the eventual transition arrangements for FNS40821 will be.
Rather than trying to predict future regulatory changes, focus on finishing your current qualification.

If you already hold FNS40821 Certificate IV in Finance and Mortgage Broking, the consideration is slightly different.
You have completed your Certificate IV.
If your career plan includes progressing to the FNS50322 Diploma of Finance and Mortgage Broking Management, note that FSO is also updating the Diploma qualification.
Today, we know what the current Diploma looks like and what the current pathway from the Certificate IV to the Diploma looks like.
What we don’t yet know is what the updated Diploma will look like or what the future pathway from the current Certificate IV into an updated Diploma may be.
That doesn’t mean the future pathway will necessarily be harder, easier or substantially different.
We simply don’t know yet.
But if completing the Diploma is already something you’ve planned to do, now may be a good time to consider whether you want to progress under the current pathway rather than putting it off.

If you already hold FNS40820 or FNS40821, REAA currently offers a Diploma Upgrade pathway. You will need to provide evidence of your existing qualification and record of results.

Been Thinking About Getting Qualified?
If you’ve been considering starting FNS40821 Certificate IV in Finance and Mortgage Broking, there’s another consideration.
Right now, we know what the current qualification looks like, including its current units and requirements. Training.gov.au currently lists FNS40821 as an active qualification.
What we don’t yet know is what changes will ultimately result from the training product update.
The updated qualification could contain changes to units or requirements, or the eventual changes may be relatively minor.
Until regulators publish the new training products, exact details remain unconfirmed. If you want to become a mortgage broker, consider enrolling in the current qualification now. Make your decision using current facts rather than guessing future outcomes.

FSO is also updating the FNS50322 Diploma of Finance and Mortgage Broking Management alongside the Certificate IV. Training.gov.au currently lists this Diploma as an active qualification, requiring 15 units total—10 core units and 5 electives.If the Diploma is already part of your professional development plans, you may wish to explore the current pathway while the training product review is underway.
However, enrolling in the current qualification does not guarantee that future transition arrangements will remain unchanged.
The final outcome of the training product project will determine what happens next.
